New Period Permit Products - From Main Roads
Main Roads have introduced a suite of new period permit products that will provide improved access for operators of Class 2/3 Restricted Access Vehicles (RAV). The new period permits build upon past initiatives that aimed to promote equity in the transport industry by making the same permit and operating conditions available to all.
Similar to the existing Class 2/3 RAV Period Permit, the new period permits grant RAV access to the road network under specific operating conditions and there are significant changes that will benefit operators:
the period permits will be based on vehicle type (prime mover, tailer and truck, trailer combinations) not class of RAV;
it is no longer mandatory to carry the road tables in the vehicle; and
some of the Class 2/3 Supplement Permit endorsements have been rolled into the new period permit products,
and some have been replaced by stand alone permit products that are valid for a three year period.
The new period permits include:
Prime Mover, Trailer Combinations Period Permit
Truck, Trailer Combinations Period Permit
Oversize Road Train and B Double Period Permit
Tri Drive Truck, Trailer Combinations Period Permit
Tri Drive Prime Mover, Trailer Combinations Period Permit
Road Train with Long Trailers Period Permit
Short Triple Road Train Period Permit
Oversize Divisible Products Prime Mover, Trailer Combinations Period Permit
Oversize Divisible Products Truck, Trailer Combinations Period Permit
Each of these has its own permit, operating conditions and related road network.
Main Roads has also developed a new, interactive mapping tool, which features:
a seamless map of Western Australia that can be used to plan the freight journey without jumping from map to map;
the ability to use a single mouse click to look at roads and their features, with online dialogue boxes that identify specific
operating conditions; and
the ability to overlay each network, which will help in selecting the most efficient RAV combination for the transport task at
hand.
The cost of the period permits remains the same:
$50 for a three-year period permit; and
$25 for a twelve-month permit (more commonly known as a Class 2/3 RAV Supplement Permit).
Important Information for Current Class 2/3 RAV Period Permit and/or Class 2/3 RAV Supplement Permit Holders?
1. Current Class 2/3 RAV Period Permit and/or Class 2/3 RAV Supplement Permit remains valid until the expiry date(s).
Main Roads is sending operators a permit reissue notice prior to the permit’s expiry date with information about which permits may be required based on their existing access arrangements.
2. Current Class 2/3 RAV Period Permit and Class 2/3 RAV Supplement Permit holders can benefit from the improvements available with the new period permits.
Main Roads has developed a new set of Class 2/3 RAV Period Permit Operating Conditions (2010 Version) that operators can use with their current period permit from 26 May 2010 until the permit expires. A copy of these new operating conditions can be downloaded for free from the Main Roads’ website (http://internet/UsingRoads/HeavyVehicles/Permits/Pages/PermitsFAQ.aspx).

Heavy Vehicle Charges to Increase
As reported last week (to TFWA members), TFWA as part of the trucking industry's response through the ATA said 'no' to a National Transport Commission (NTC) proposal to increase the industry's fuel tax and registration charges by 4.2 per cent in 2010-2011. Despite industry objections, the Australian Transport council, which is made up of transport ministers, on Friday agreed these increases.
This decision means that from 1 July 2010, operators' fuel tax credits will be 15.543 cents per litre (instead of 16.443 cents per litre). Also jurisdictions can implement increases to registration charges of 4.2% from this date, in addition to the previously implemented staged in-creases to certain combinations, such as B doubles.

In future, the NTC must provide annual cost adjustment proposals by the end of January, after ministers agreed with us about lack of notice to allow operators to include the costs in their budgets and charges.
Heavy Vehicle Mass Management in WA

A discussion paper on the development of a mass management scheme for the road freight industry in WA has been released for comment by Transport Minister Simon O'Brien.
The scheme under consideration is based on reviewing the mass level and permit conditions relating to the current Concessional Loading Bulk Product Scheme and the Certified Weighbridge Mass Management Scheme. It is proposed that the mass management scheme will operate as a new Mass Management Module under an expanded WA Heavy Vehicle Accreditation Scheme.
The discussion paper was developed by the Ministerial Heavy Vehicle Advisory Panel in consultation with Main Roads WA and the transport industry.
While the paper recognises that WA's road and bridge assets must be protected, it also suggests that it would be in the State's economic interests to allow higher productivity vehicles, which meet rigorous safety and operating standards, to use the road network.
